Expression of Interest (EOI): Concession for the Design, Build and Operation of Motor Recreation & Education Park.

 

The Privatisation Unit (‘PU’), acting on behalf of the Parliamentary Secretary for Research, Innovation, Youth and Sport, is issuing a public Expression of Interest (EOI) in connection with  the Concession for the Design, Build and Operation of Motor Recreation and Education Park. Following the evaluation of the submissions to this ‘Expression of Interest’ (EOI), the GoM intends to launch a ‘Request for Proposals’ Process where the qualifying Proponents of the EOI will be invited to participate.

The Motor Recreation and Education Park must be designed to provide families and young people in Malta a much-needed recreation and education facility. The facility should be able to cater for:
  • National and international motor racing events;

  • Various forms of motor sport training;

  • Driver and rider training; and

  • Other initiatives such as product-related launches, drive and ride days, corporate and recreational events, filming motoring commercials, motor-related research and development.

The Motor Recreation and Education Park is to be typically used for motor driving and racing related activities. Proponents are to include any other ancillary services and innovative ideas that are deemed to complement the project, such as those related to motor educational activities.

Strategic Objectives

The GoM expects to attain the following strategic objectives from the Concession for the Design, Build and Operation of Motor Recreation and Education Park:

  • To design, build and operate the Motor Recreation and Education Park on a timely basis at the location proposed by the Proponent;

  • To promote Malta as a desirable destination which can host recognised International and Local Motor Racing Events;

  • To encourage foreign and local Motor Racing teams to use the facilities for motor racing practice and training;

  • To encourage the use of the facilities for testing and launching of vehicle related new products and services;

  • To design, build and operate the Motor Recreation and Education Park in compliance with relevant local and international regulatory standards, including but not limited to environment protection, security and occupational health and safety and also obtaining the required permits from the relevant Authorities;

  • To design, build and operate the Motor Recreation and Education Park in a manner compatible and in adherence to cultural heritage regulations;

  • To ensure that the Motor Recreation and Education Park is to be run profitably and in a way that permits long-term sustainability;

  • To ensure that the services and facilities that are proposed assist in providing value added activities to the Maltese economy;

  • To ensure that the services and facilities that are proposed focus on contributing to human capital development and specifically the creation of employment;

  • To ensure that no revenue or capital support for the Project will be required from the Government;

  • To permit the Motor Recreation and Education Park to be developed and managed on the basis of best private sector management principles and efficient work practices;

  • To ensure the appropriate strategic commitment, vision and capability of experienced international players in order to tap new opportunities for ongoing business growth in the motor racing industry;

  • To ensure that future operations within the Motor Recreation and Education Park are supported by sustainable manpower levels, skill base and work practices;

  • To maximize the spill-over benefits to the Maltese economy through increased investment opportunities, sustainable employment prospects and also sustainable growth to the racing sport;

  • To ensure that proposed services and facilities are developed and operated to acceptable local regulatory and international standards.

  • To ensure that the development taking place respects and adheres to the Natura 2000 directive and other sustainable development directives if applicable.

Key Strategic Benefits

  • The Concession for the Design, Build and Operation of the Motor Recreation and Education Park is to attain the following strategic benefits:

  • Supporting the sport tourism sector through the promotion of Malta as a desirable destination for International and Local Motor Racing Events;

  • Establishing the Motor Recreation and Education Park as an educational driver centre for motor vehicle related activities including the enhancement of driving skills under various environmental road conditions;

  • Maximising the benefits to the Maltese economy through increased investment, tourism, business opportunities, job creation and value added activities;

  • Enhancing the proposed location through long term sustainable investment;

  • Protection and conservation of any important natural resources, including ecological and /historical areas if applicable;

  • Ensuring that the proposed location is developed in accordance with the Natura 2000 principles.

  • Providing a safe and convenient access to the proposed location, including adequate on-site parking.

Project Timeframe

29 September 2015 - Issue of EOI documents for Motor Recreation and Education Park

11 December 2015 - Closing date for collection of the EOI documents.

18 December 2015 - Closing date for enquiries or requests for clarifications.

11 January 2016 - Replies to clarifications by Privatisation Unit. 

2222 20 January 2016 extended to 22 ​February 2016 - Closing date for submission for ‘Expression of Interest’.
