REQUEST FOR PROPOSALS: concession for the Design, Development, construction and operation of the horse racing track in marsa


Currently the Horse Racing Track hosts a number of championship and races in trot and flat racing for Race Horses and Ponies. It is located within the grounds of the Marsa Sports Complex and is managed by the Malta Racing Club. The total length of the Race Course is 1.75 miles, and its general width is 90 feet. Races take place on Sunday afternoon, Friday evening or any other day during the week, except for the month of August where due to weather conditions, the season is closed.

The GoM has announced its intention to proceed with the award of a concession whereby it will be granting the site of the Horse Racing Track in Marsa to a private sector operator on a temporary emphyteutical basis. The main rationale underlying this decision is the belief that, in the hands of a private Proponent, the Horse Racing Site can be optimised to take advantage of invaluable business opportunities presented by a growing and dynamic industry.

GoM is aware that the former Horse Racing Site is strategically located at the centre of the island and represents an exciting and well-timed business opportunity for prospective investors interested in the facilities forming the scope of this RFP.


In its consideration in awarding the Concession for a Horse Racing Site, the GoM aims to attain the following strategic benefits from this RFP process and the eventual grant of the Concession:

  • The set-up, operation and management of the Horse Racing Site;

  • The Horse Racing Site is to be run profitably and in a way which ensures that users and the GoM are satisfied with the level and quality of the services and facilities provided, which services and facilities should conform to local, European and international regulatory standards, and to enhance the development of the Maltese economy;

  • The development of the Horse Racing Site is to be carried out in such a manner so as to remain fully operational upon the termination of the Concession;

  • To ensure that no revenue or capital support for the development and operation of the Horse Racing Site will be required from the GoM, but rather to maximise proceeds to GoM and to generate work in the industry;

  • To ensure, in the interest of competitiveness and long-term sustainability, that the facilities are managed and operated on the basis of private sector management principles and efficient work practices;

  • To complement the facilities with the strategic commitment, vision and capability of experienced international players in order to tap new opportunities for on-going business growth;

  • To ensure that future operations within the facilities are supported by sustainable manpower levels, skill base and work practices; and

  • To maximize the spill-over benefits to the Maltese economy through increased investment opportunities and sustainable employment prospect.


The Concession to Design, Development, Construction and Operation of the Horse Racing Track in Marsa is designed to attain the following benefits:

  • To render this industry sector more competitive, as well as to attract ancillary services;

  • To maximise the benefits to the Maltese economy through increased investment, employment prospect and business opportunities; and

  • To develop an equestrian industry that attracts international participation and provides Malta with the appropriate international visibility regarding equestrian activities.
